"We can't be bought that cheaply," Goldschmidt said during a news conference in which he said officials of the Federal Emergency Management Agency were "fairly low level" and won't be around after President Reagan leaves office. Goldschmidt insists FEMA wants Oregon to engage in a nuclear war drill that he claims fosters the belief that nuclear war is survivable at the expense of preparing for more realistic disaster such as floods or earthquakes.
