City Council, which late in March was the recipient of strong prdtests from upper Wayne Street home owners against flagrant dumping of refuse in that section, last Wednesday adopted an ordinance providing fines and other penalties for persons violating garbage disposal regulations. Under the measure violators are subject to fines not exceeding $100 and not more than 30 days in jail for each offense. That garbage its collection and disposal is pro-lng to be a headache to the municipality, financially and otherwise, as evidenced by the fact that City Council cf-fioially has decided to seek bids from private contractors to pick up and get rid of both a9hes and garbage.

The garbage collection system as a municipal service was introduced to the community 30 years ago during the first term of the late former mayor William L. Monahan. The possibility of letting garbage collections out on bid had been studied on numerous occasions by city officials in the past eight or 10 years as a result of ever-increasing operational costs and frequent mechanical breakdowns of over-worked vehicles.
