D. Group Aide Resigns Outline Program To Reactivate Unit The resignation of the managing director of the Traffic Imbrovement Association of Scranson and an outline of a program reorganize and reactivate the highlighted meeting of group the Board of Directors of the asjociation yesterday at the Champer of Commerce. Building. Oscar F. Smith, Dunmore, who was been 1 serving as managing director for several months on part-time basis, said he resigned because of "personal reasons." Judge T.

Linus. Hoban, president, placed the task of reorganizing and reactivating the group in the hands of the Execulive Committee, headed by John Noble. Judge Hoban asked all members to assist the Executive Committee in the job of instilling new life into the unit. The association reported that the job of secretary for the unit has been temporarily abolished until such time as a more definite program has been established. Mrs.

Caroline Johnson had been working as secretary on a basis. Judge Hoban appointed Nominating Committee to select of candidates for the posts slate, directors, officers and a chairmen of committees for the coming year. He also the Executive Committee to name two directors to All vacancies caused by the resignations of George Wilson and William Shean. A motion asking the City to employ traffic engineer was presented but no action was taken on the matter, A discussion how the project could be financed resulted in three main points: City would be asked to stand the cost, the association would finance the venture, or the public would be asked to subscribe to the program. from the Walter H. Davies Funeral Martin Wheeler, Hero of War Dies at Moscow Martin L. Wheeler, 66, Brooks Moscow, World War 1 hero, died yesterday at his home following an illness. the Distinguished Service Cross, Mr. A Wheeler was holder of which ranks second to the Congressional Medal of Honor as our nation's top military award.

The medal is presented only to those who have distinguished themselves by extraordinary heroism in connection with milltary operations against an armed enemy. Mr. Wheeler was presented the high award. for. his actions while fighting in France in World War Mr.

Wheeler, who was formerly a first lieutenant in Company 109th Infantry, 28th Division, received the award Aug. 9, 1931, at ceremonies in Washington, D. C. He earned the citation for heroism in action near Conde Brie, France, on the night of July 14, 1918. During the action he was wounded three times and he also heid the Purple Heart with three oak leaf clusters and was made a member of the Army and Navy Legion of Valor.

Mr. Wheeler's wounds incapacitated him for further service and he was discharged from service June 10, 1919, after treatment in an Army Hospital at Cape May, N. J. In 1920, Mr. Wheeler was candidate on the Democratic ticket for county controller but was defeated by William G.

Watkins. Mr. Wheeler enlisted in old 13th Regiment back in 1913 as a private. He was advanced to the rank of lieutenant two years later. Born in Glenburn, he had sided in Moscow the past 45 years.
